The Schuylkill Navy is the oldest amateur athletic governing body in the United States. Founded in 1858, the body keeps 12 separate boat clubs along Boathouse Row in a sort of loose confederation while organizing and ensuring events along the river don’t get out of hand. If you go down to a regatta during the racing seasons you’ll see folks in blazers barking orders through twitchy megaphones at the river traffic. These are agents of the Schuylkill Navy.
